Sir, - In an article in The Courier (March 3), commenting on the Scooniehill and Kingask developments, Fife Council’s planning spokesman said that the council had “followed procedure” in both cases.

At the end of the Judicial Review, Lord Bonomy took a different view. When reviewing matters which there had not been time to hear fully in court, the judge said he would have agreed with the paragraph in the petitioners’ petition which begins, “That further, and in any event, the first respondents (Fife Council) acted in a procedurally unfair manner in granting the application”.
