KINGSBARNS COMMUNITY COUNCIL
Meeting held on 8 September at Kingsbarns Memorial
Hall
PRESENT: Clare Wright, Councillor Douglas, Kate Holy,
Charlotte Kirby, Margo McKee, and 8 members of the public.
Minutes of Previous Meeting - were approved and
seconded. However, it was noted that Charlotte Kirby was not in attendance at
the previous meeting and that the notes regarding the Public Toilets at the
beach were omitted.
1. Matters Arising
Public Toilets - Kate Holy asked what the situation
was. Clare Wright had telephoned Scottish Water regarding the upgrading of the
toilets. It was also noted that the toilets were closed last weekend. Cllr.
Douglas advised that this was because they had recently been badly vandalised.
After discussion it was agreed that Clare should contact Roy Stewart at Fife
Council regarding the possibility of having toilets upgraded or newer booth
type toilets installed.
Tetra Masts - Fife Council have a meeting regarding
the Tetra masts tomorrow (9/9/03) at which a decision will be made. Cllr
Douglas informed the meeting that two of the ten proposed sites are within his
constituency, and that 56 letters of objection had been received. Cllr. Douglas
will report on the outcome of the meeting.
Waste Water Treatment Plant - Plans were received
from Scottish Water asking for approval. Although the plans were approved in
principle, Clare Wright will phone to ask for more information regarding
these.
Visit by lain Smith, MSP - Mr Smith is unable to
attend our meeting in November, and it was agreed we will invite him to the
next meeting on 12 January 2004. Margo McKee to confirm.
2. Barns Law Development / 20 Year Structure Plan for
Fife
Fife Council advised that there will be 27 drop-in
community consultation events throughout East Fife between September and
December this year. These events will enable locals to have a say in what they
think are the important issues in their area and environment and to express
their opinions about some specific topics. This tied in with the discussion at
the previous meeting regarding the proposed development at Barns Law. It was
agreed that the Community Council will attempt to involve everyone in the
village by distributing fliers requesting feedback on what people see as the
way forward for the area. It was also agreed that our next meeting on November
10 will be used to discuss this issue. This meeting will be widely publicised
in order to involve as many villagers as possible. The suggestions will then be
taken to the Drop-in consultations in November.
Clare will contact Norma Graham for more information
regarding Rural Housing plans. The fliers will also be distributed to the
outlying communities.
It was suggested that the Minutes should be sent to the St
Andrews Citizen, together with a notice regarding the next Community Council
meeting.
Cathy Kinnear from Fife Council will be sending fliers
regarding the drop-in meetings which could be distributed at the same time.
Various methods of circulation were suggested. MM to do fliers etc.
3. Scottish Civic Forum
A Participation Summit for Mid Scotland and Fife will take
place at the Gateway Centre in Perth on Friday 17 October. The aim of summit is
to bring together local people/organisations and people working in government
to discuss how they might work more effectively in the future, thus creating
greater participation. This shaping of processes/mechanisms for local
consultation will provide a means to address both national issues and local
matters and bring views to the attention of politicians/civil servants. Cllr.
Douglas and Clare Wright will attend.
4. Community Council Seminars
The next series of seminars will be held on 7 October 2003.
Clare Wright and Margo McKee hope to attend.
5. Weekly Planning Application List
Fife Council advised that this is now available on the
internet at www.fifedirect.org.uk - key in weekly list - search which will
bring up the weekly lists for east, west and central Fife areas. (Acrobat
Reader is required.)
6. Purchase of Bulbs
Fife Council advised they have bulbs for sale if anyone
wishes to buy them. It was suggested that some could be planted in the area at
the side of North Quarter Steading. This also tied in with the Scottish Rural
Partnership Fund item as it was suggested this area of land could become a
village project and may attract funding from the Partnership. Closing date is 3
October 2003 for applications. MM/CW to contact Goldcrest Housing regarding
ownership of the land/donation of land to village.
7. NHS Board Meeting
The next meeting of the NHS Board will be held on 10
September at 1.30p.m. in Room 10 of the Rothes Halls in Glenrothes.
8. Any Other Business
There being no other business the meeting was closed.
9. Date of Next Meeting
The next meeting will be held at 7.30p.m. on 10 November
