Intro

1. I refer to your client’s appeal, which I have been appointed to determine, against the refusal of outline planning permission by Fife Council for the development of 2 golf courses, a clubhouse, residential lodges and car parking on land at the above location. I conducted a public local inquiry into the appeal in the Council Chambers. within the Town Hall, St Andrews between 21 and 24 November and on the 28 November 2000. I also made an accompanied inspection of the appeal site and the surrounding area on 27 November 2000. In addition, I have considered the written submissions of the parties on the matter.

For reasons set out in paragraphs 51 - 72 I have decided that the appeal should be dismissed.
