Sites assessed by Fife Council for inclusion in the
Consultative Draft Local Plan - March 2005
These March 2005 assessments are dated 3/3/05 - i.e. after
the publication of consultative draft plan, and before the public presentation
of the community survey. Fife Council is known to have carried out earlier
assessments for some of the sites (in September 2004), but this website has
only been able to obtain two of those earlier site assessments from Fife
Council - so far.
During this latest round of appraisals, sites
KIN006 and KIN007 have been
re-assessed, with KIN006 no longer deemed suitable for development. These are
the draft EFLP 'identified' sites which Fife Council is asking us to comment
on, as part of the consultation process! Earlier assessments for these
sites have been included here, for useful comparison.
It is interesting to note that KIN002 is not deemed suitable for development. This was
the site that was originally 'promoted' by both the landowner (in various
presentations to the community in 2004) and the community council (in a letter
to Fife Council, 10 March 2004). Fife Council stated (letter to KCC 22
March 2004) that "we will ensure that [site KIN002] is fully assessed during
the preparation of the Local Plan." It would be reasonable to assume, then,
that Fife Council visited and assessed the site before March 2005. This website
has asked Fife Council to release the results of all assessments of this site
prior to March 2005 - so far without success.
The originally 'identified' sites appear to have fallen
from favour, one way or another, but note that Fife Council has identified
several other potential development sites for housing - details in site
assessments.
It could be argued that the published consultative draft
does not truly represent the current Fife Council position, as regards possible
development sites. If Fife Council has now identified new sites, as
seems to be the case, then the residents of Kingsbarns should be told now, so
that they may have the opportunity to respond accordingly during the
consultation phase.

Other relevant information
In a letter to Fife Council (14 October 2004), Peter Erskine
stated:
"I enclose maps for both Kingsbarns and Crail
just to have any potential plans on record.
"The first is for
Kingsbarns, which is nearest home and farthest advanced. I do not have a
satisfactory map for Crail but it is the the first two fields to the East of
the A917 approaching Crail from Kingsbarns.
"I will follow up
with more detailed plans subsequent to local consultation."

In response (10 November 2004), Fife Council stated:
"Thank you for your letter of 14 October
2004.
"I can assure you that the sites have been considered for
inclusion in the Consultative Draft Local Plan. ........"
