1.0 Background
Between August and December 2003, 28 public consultation
events and a number of outreach sessions were held across East Fife to inform
the development of the Local Plan and the strategies and plans of other Fife
Council Services and Community Planning partners.
Five follow-up evening sessions have been arranged for
April and May 2004 to enable feedback on the views and suggestions made by
participants at the consultation events and to begin discussions with
communities on shaping the draft Local Plan.
The meetings will therefore focus on themes drawn from the
Community Consultations relevant to each Locality.
The outcome of these meetings will be the validation or
testing of proposals to be included the Local Plan.
2.0 The Programme
The five events have been scheduled as follows:
- Howe of Fife Locality , 22nd April Tayside Institute,
Newburgh
- East Neuk Locality, 29th April, Cellardyke Town Hall
- Cupar Locality, 4th May, County Buildings, Cupar
- Tay Bridgehead Locality, 11th May, Gregory Hall, Tayport
(tbc)
- St Andrews Locality (includes Kingsbarns), 20th
May, Kilrymont, Madras College, St Andrews
At each event, there will be a similar format:
- Refreshments available throughout the evening
- Opportunity to visit displays
- Identifying main points made by communities during
consultations
- Identifying actions taken by Services and agencies to
date
- Opportunity to visit displays of significant proposals by
invited developers
- Welcome by the Chairperson
- Introduction of around 10 minutes from Development
Services
- Facilitated workshops of 1 hour and 30 minutes covering
key Local Plan themes such as:
- Housing
- Community Facilities
- Environment and Waste Management
- Utility Services
- Communications and Energy
- Tourism
- Town centres and local business
- Green Belt issues
- Thanks and next steps by the Chairperson
3.0 Preparations
In preparation for the events, Councillors, community
councils and other community organisations have been sent feedback information
from the consultation events for their community.
In addition, publicity is being developed for press and
radio advertisements, posters and community web-sites.
Letters of invitation and numbered tickets for
a prize draw at each of the events are being sent to individual community
groups.
4.0 Outcomes
It is anticipated that each of the five events will allow
discussion and consideration by participants of potential developments in each
locality to inform the drafting of the Local Plan in Autumn 2004.
The events will also provide opportunities to explain the
Local Plan timetable and process.
5.0 Recommendations
It is recommended that members of East Area Services
Committee:
- Note progress on arrangements for these events following
on from the EFC Consultations
- Consider arrangements for chairing of these events by
local councillors
- Comment on the format of the events

The following information has been extracted from Fife
Council Web Site.
The follow up to the Autumn 2003 East Fife Community
Consultation, was 5 Locality Your Place - Your Plan meetings. These provided
feedback about the Community Consultation and discussion groups to further
inform the draft Local Plan for St. Andrews and East Fife.
Over 400 people participated in the events, which focused
on identifying:
sites to be protected from development; sites suitable
for development; the nature of any potential development;
infrastructure issues including sewerage, roads, utilities and amenities;
and desired outcomes from any potential developments.
At all five events, participants identified a number of
common development issues and some common principles about how they felt that
the Local Plan should be developed and implemented.
The 5 Your Place Your Plan Feedback sheets (one for each
locality) précis the points raised at each meeting. They will be
circulated to the participants who requested them and will also be available in
Local Offices.
N.B. Due to space limitations, Drumoig is on the St Andrews
Locality sheet. The workshop notes from the discussion groups are posted by
locality and settlement.
It is intended to put the Consultative Draft Local Plan to
East Area Development Committee on December 7th 2004. The document will be
published for consultation by early 2005. Comments made will inform the
Finalised Draft Local Plan timetabled for the end of 2005. Any unresolved
objections made to the Finalised Draft, will be subject to Public Local
Inquiry. The Local Plan is expected to be adopted in 2007.
