East Fife Community Consultation
Initial public consultation took place in over twenty-five
venues in East Area (August to December 2003) to obtain comments, opinions and
suggestions on services and development in East Fife.
At each venue local people were asked what they felt was
good and not so good in their area and what would bring about improvement.

COMMUNITY CONSULTATION - KINGSBARNS FEEDBACK
ACCESS TO SERVICES AND INFORMATION
Leisure - Bad - There is a lack of provision
for the youth of the village. There is a chance that such provision would
reduce some of the vandalism eg at the bus shelter - Ideas - Some form
of leisure area for older groups of residents needed eg bowling green, putting,
multipurpose for youth and older people
Education/Schools - Good - Fife Council are to
be praised for continuing to support small schools
Employment - Bad - How can we ensure village
does not become a holiday village? How can we get local people to stay -
housing and jobs needed. The village has no more land currently available for
building
TRANSPORT
Public Transport/Routes - Ideas - It would be
good for the 95 bus went on to Dundee past Leuchars Station
Roads Maintenance/Roads, streets & pavements -
Bad - Smiddy Burn to be adopted as public road Surface of square needs
improvement Square and roads in poor state of repair Un-adopted roads need
attention Kingsbarns road system needs reviewed, very narrow roads no garages
or access to ground for parking causes congestion. Perhaps singe way traffic
where roads cannot be widened. Roads in Fife generally are in very poor
condition Roads throughout village over due for resurfacing. Road to sea narrow
and dangerous, used for speeding
Roads Maintenance/Trees Hedges - Bad -
Overgrowing trees on Main Street and Seagate dangerous. Sea road has been dealt
with but other areas have not

street lighting is licensed vandalism Vandals play with time switches for
street lights dangerous to them and an irritation to residents
Traffic Management/Parking - Bad - Kingsbarns
road system needs reviewed, very narrow roads no garages or access to ground
for parking causes congestion. Perhaps singe way traffic where roads cannot be
widened. Roads in Fife generally are in very poor condition - Ideas -
Kingsbarns beach - to solve problem of inadequate toilet facilities perhaps a
larger toilet made with attendant to avoid damage by vandals and dirty toilets.
When busy a charge could be made for car park

speeding through village on way to Crail very, very dangerous for village
school 20 mph outside school Roads throughout village over due for resurfacing.

from Backstyle to Cambo Estate at crossroads with the road down to the golf
course from main road. Calming and speed signs is not adequate for children on
bikes etc - traffic is still too fast - Ideas - Looking for better
calming measures for traffic using the golf course Traffic
Management/Walking - Good - Morton of
Pitmilly have created an excellent group of walks and the group welcomes
walkers. Grassy walks with trees newly planed and seats provided Morton of
Pitmilly have excellent walking and welcome walkers
ENVIRONMENT
Cleanliness/Vandalism - Bad - There is a lack

vandalism. Council forever making good repairs. Idiots return to destroy
Shelter and car park and toilets regularly vandalised. Warden to check toilets

Kingsbarns beach in disgraceful condition during summer months, vandalised,
closed. Cleaned every morning but not adequate for later in day Beach loos are
closed when people need them - Ideas - Kingsbarns beach - to solve
problem of inadequate toilet facilities perhaps a larger toilet made with

Built Environment - Bad - Black shed near
school in a very dangerous condition. Loose metal easily caught by wind and
could cause a very serious accident Black sheds were condemned ages ago,
dangerous - Ideas - Shed to replace this is already available to be
constructed in a more sensible site. Do it Is the wooden shelter necessary now.
Poor weather - visitors sit in cars. remove the shelter save on costs
Garden Maintenance - Bad - Who felled
perfectly good tree? Overgrown trees from gardens need cut bad some
dangerous
Water - Bad - Red pole to mark the danger area
of the whirlpool, requires to be repainted regularly. This is a dangerous place
and there have been fatalities
Paths and Access - Good - Morton of Pitmilly
have created an excellent group of walks and the group welcomes walkers. Grassy
walks with trees newly planed and seats provided Cambo Estate have done an
excellent job in providing walks throughout the grounds. To be recommended
Paths and Access/Maintenance - Bad - Coastal
path is being eroded by golf vehicles etc. Action needed to keep this in
reasonable condition and to preserve dunes Coastal path becomes impossible in
summer, ferns, brambles etc. Need more regular cutting back
Paths and Access/Ease of Access - Bad - Right
of way can be lost due to inability to safe access
Green Space - Ideas -Need tree planting etc to
enhance the 3 entry roads into village
Land Use Issues/Rural Planning - Good -
Station Road approach offers lovely view of the village. This needs to be
preserved Picturesque access to village from St Andrews and Kippo needs to be
maintained.
Drainage - Bad - Drainage from fields on high
ground bad causes flooding
HOUSING
Housing/Affordability - Ideas - Need for first
time buyer houses (south side of village) but on a part ownership basis so as
to always remain affordable

out of St Andrews leaves at least an hour too soon - Ideas - The last
bus back from St Andrews is too early! A bus at 11.30ish would allow people to
go for a night out without having to pay £10 plus for a taxi home Last

travel for over 60s is great

taxi driving needs to be improved if they are to be used more. Most dangerous

free park and ride on east side of St Andrews would suit us, please!

Bad - Dunino to Boarhills road exit onto main road very difficult for
lorries turning to St Andrews Priorletham Smiddy weak bridge is needing
repaired. It is causing traffic congestion + unacceptable noise for the
householder of the smiddy house - repair the bridge - Ideas - Junction
of road between A917 & B9131 past Bannafield needs to be improved as v.
dangerous Weight restricted bridges should be repaired or upgraded Action
needed at end of re-surfaced road where holes are developing
Roads Maintenance/Trees Hedges - Ideas - Road
crossing the burn at Kenly Green is dangerous because of poor visibility. Trees
below the road need lopped as well as keeping the hedge closely trimmed.Trees
& Bushes need trimmed at sides of main roads Hedges, trees etc should not
be allowed to grow onto beds.

take care horses signs on the road would be helpful Lack of signing
(Kittocks Den/golf course) - Ideas - Coastal path - some of the
signage needs improving e.g. to bring people from the sea up to the village

on corners should be restricted. Parking is becoming more difficult. Many
houses in the village have no parking. New houses must have sufficient parking
Car parking on road between the two blind bends is very dangerous, should not
be permitted. More provision for car parking needed off the main road of
village

more speed cameras locally? E.g. on Winchester straight? Traffic is too fast!

Cleanliness/Litter - Good - Beach clean up is
marvellous facilitated by councils rubbish free zone team who are great Skip
every 3 weeks but could easily be filled every 2 weeks, bottle banks, spring
and autumn beach clean up
Waste - Good - Skip is marvellous but there is
a danger of in comers out with the community dumping their rubbish we keep and
eye on it. Having the skip once a month is great also the bottle banks. The
skip and the bottle banks Skip every 3 weeks but could easily be filled every 2
weeks, bottle banks, spring and autumn beach clean up Having the skip provides
a useful service but could be more frequent bottle banks are the same.

surface on track. Was fine before complete waste of money which could have been
better spent, railway line Kingsbarns to Crail Cycle "paths" as signposted are
a farce (a) for visitors, who would expect a dedicated track as in other places

Railway was open from Boarhill to Kingsbarns. Farmer at Kildurear took out
raliway line - Ideas - Coastal path - some of the signage needs
improving e.g. to bring people from the sea up to the village Promotion of
access to coastal path must be thought through. B'hills has no parking
available for walkers. We have even had 2 buses in the village dropping off
walkers which caused chaos as they could neither park nor turn!

People who only have holiday cottage in a community should have no say in its
development. Hear! Hear! Enough gold courses and no more large complexes in the
middle of countryside eg St Andrews Bay

new builds - Ideas - Parking is becoming more difficult. Many houses in
the village have no parking. New houses must have sufficient parking Remove
planning restrained/constrictions on the most dilapidated properties to return
people to the countryside with the chance of affordable accommodation
Housing/Holiday and 2nd homes - Bad - Holiday
homes (there are 2) are a bad thing. Those people to not contribute to the
village in anyway at all - Ideas - 100% Council Tax on holiday homes, to
be ploughed back in locally to local amenities and not centralised
COMMUNITY
Community Spirit - Bad - My car was hit on the
street and no note or message left, not good
Policing - Ideas - Kingsbarns, Crail and
Anstruther - more involved policing son the six or so boy race,
Sundays at Crail. Its only a matter of time before theres more
deaths on the road, 4 police looking at cars for sale at Brownhills Garage is
not enough.
COUNCIL RELATED
Council Tax - Ideas - People with lovely
houses should have to pay double Council Tax. No triple! more
